On February 8th the Province announced that they have amended the Building Act and BC Building Code to implement Step 3 of the performance-based BC Energy Step Code, requiring most new construction in BC to be 20% more energy efficient than the 2018 Building Code. This will not affect current building permits or in-progress applications but will affect any building permit applications made on or after May 1st, 2023 across the province.
To prepare the local building industry for the anticipated change, the Township of Spallumcheen has adopted Step 1 of the BC Energy Step Code . This was a voluntary adoption at the time to ease the transition to Step 3 (20%) of the BC Energy Step Code. Since Step 1 has been adopted, there is no change to the process involved with building a new dwelling and new homes will continue to require the involvement of a Certified Energy Advisor.
This increase in Energy Step Code requirements will see a move of small residential homes (Part 9) to Step 3 and more complex buildings (Part 3) required to meet Step 2. The future changes to the efficiency of new buildings is expected to be the implementation of Step 4 (40%) in 2027 and Step 5 (80%) in 2032.

All applications must be submitted in person at the Township office. Emailed applications will not be accepted. All building permit applications are completed in accordance with BC Building Code requirements, the Township of Spallumcheen Building Bylaw , development bylaws such as the Township of Spallumcheen Zoning Bylaw , and other related regulations.
The complete Building Permit Application Package (updated January 2023) is available for pick up at the Township of Spallumcheen Municipal Hall. Please be advised, effective May 2018, Development Cost Charges have been implemented and may be applicable to your Building Permit costs. Please refer to Township of Spallumcheen Development Cost Charge Bylaw No. 1929, 2017 for further information.

Please note: The Township will be implementing Step 1 of the BC Energy Step Code as of January 3, 2022. This change is occurring to help ease the planned province wide transition to Step 3 in December 2022. More information on the Energy Step Code can be found at www.energystepcode.ca
To achieve Step 1, builders need to use a whole-building energy model to calculate the energy use of the building and conduct an airtightness test, but the performance of the building only needs to be as good as the base BC Building Code requirements for energy efficiency. The purpose of Step 1 is to familiarize builders with a new way of measuring energy efficiency although the actual construction of the building. Step 1 is expected to be cost minimal or cost neutral, as these costs are needed to bring buildings up to the energy performance standard expected in the BC Building Code.
