The Township of Spallumcheen, as the registered owner of the road right-of-way access and by way of a License of Occupation, has granted RDNO an exclusive Licence to Occupy and use the right-of-way for the purposes of a public park access road to the trail. The Township is working collaboratively with the RDNO to address matters related to this access, including conversation related to dust control and traffic‑calming measures. Please note that the Goose Lake Range Park will be operated and maintained in accordance with the RDNO Greater Vernon Sub-Regional Parks Regulation Bylaw No. 2834, 2020 and the RDNO Parks, Trails & Natural Spaces Operations and Maintenance Policy, 2022.
As the RDNO is responsible for the ongoing maintenance of the access, we request that any future concerns be directed to the RDNO office first for follow‑up and action. Concerns related to Goose Lake Range Park can be reported to the RDNO here: RDNO Trails and Natural Spaces
We have heard residents' concerns about traffic speed and safety within the Stepping Stones neighbourhood and we appreciate you sharing them.
The Township and the RDNO are working together to address these concerns. To date we have:
Traffic calming and resident safety remain a priority and speed bumps are set to be installed along the entrance to the Goose Lake Park Range to assist.
The Township has reached out to property owners adjacent to the access to gather feedback on placement of proposed speed bumps as part of overall traffic calming in the area. A copy of the letter can be found here . Feedback can be provided to the Township by April 24, 2026 by emailing mail@spallumcheentwp.bc.ca or dropping off written feedback in person at 4144 Spallumcheen Way.
The laneway leading to what is now Goose Lake Park first appeared on mapping within the Township in 1929, though it had been in use for many years already. The existing 20’ (6 m) wide lane was increased to 40’ (12 m) in 1971 when the adjacent property was subdivided creating what is now Stepping Stones Cres. In 2001 Township of Spallumcheen Trails Master Plan , endorsed by Council in 2001 also identifies developments in neighbouring communities where the Township would be interested in providing linkages into the community. Goose Lake is identified as a potential linkage point to the Township of Spallumcheen. This document was developed with significant public input and involvement.
In 2002 the Official Community Plan bylaw was amended by Township of Spallumcheen Bylaw 1515 to introduce language referencing the Township of Spallumcheen Trails Master Plan as a guiding document for the community. This amendment occurred with public consultation and input from the community. The current Township of Spallumcheen Official Community Plan Bylaw No. 1794, 2011 maintains this reference to the Trails Master Plan as a guiding document for the community.
Council has actively reviewed and discussed matters related to Goose Lake Range Park access and associated requirements during duly convened open council meetings, as well as through public open houses. These forums provided residents with meaningful opportunities to offer feedback and ask questions. All related agendas and minutes are publicly accessible and may be viewed online for those wishing to examine the proceedings or remain informed about ongoing developments.
